"23·7" Beijing Extreme Heavy Rainfall: A Case Study of Public Meteorological Services

Abstract
From 20:00 BT on 29 July to 07:00 BT on 2 August 2023, Beijing experienced an extreme heavy rainfall, which brought severe flooding disasters to the western and southern mountainous areas, causing casualties and significant economic losses, and had a considerable impact on multiple industries such as agriculture, infrastructure, urban transportation, and water conservancy, thus attracting widespread social attention. Beijing Meteorological Service successfully forecasted the extremity of the precipitation and issued top-level red warnings for heavy rainfall in advance. In addition, they monitored the real-time weather conditions on a rolling basis and provided comprehensive and refined services, which were fully affirmed and highly praised by the citizens of Beijing and the municipal party committee and government. This extreme precipitation process has a certain representativeness. By reviewing the entire process of public meteorological services and conducting an in-depth analysis of various aspects and effects of warning information dissemination and process tracking services, it is helpful to comprehensively summarize the lessons learned and to provide references for future public meteorological services during significant meteorological events.
